This workshop will cover the Small Business Administration’s (SBA) definition of a small business joint venture. The following will also be covered: size standards, affiliation, and exceptions; limitation on subcontracting and ostensible subcontracting; types of small business set-asides, unrestricted competition and joint ventures; mentor-protégé and 8(a) exception. In recent years, federal requirements have been consolidated making them “too large” for small business to participate as a prime. Some requirements are covering multiple states to include overseas locations such as, Hawaii, Guam, Japan, and Korea on environmental services and construction requirements. Small business can utilize a teaming arrangement to participate as a prime contractor or as a subcontractor for these larger contracts. Learn how to avoid pitfalls such as the “bait/switch” and “pass-through” schemes that could impact future participation with federal procurement. It is recommended for small business firms to be registered in the System for Award Management (SAM) database (www.sam.gov), but not mandatory for attendance. This webinar is free of charge, but pre-registration is required.
