Here are factors you can expect local authorities to evaluate when considering eligibility for award, as excerpted from a current Invitation To Bid (ITB):
The City intends to award a contract to the responsible and responsive bidder submitting the lowest bid complying with the requirements of the bid documents, provided his bid is reasonable and it is in the best interest of the City to accept it. In determining “responsibility” the awarding authority may consider:
1. Ability, capacity & skill of the Bidder to perform the contract;
2. Bidder’s ability to perform contract within time specified, without delay or interference;
3. The character, integrity, reputation, experience & efficiency of the Bidder;
4. The quality of performance of previous contracts;
5. Past & existing ability of Bidder to comply with laws & ordinances relevant to the contract;
6. Sufficiency of financial resources & ability of the Bidder to perform the contract;
7. Number & scope of conditions & qualifications included in the Bid Documents.
