Sources Sought or Request for Information (RFI) notices are a critical component of agency market & industry research.  Industry responses play a significant role in determining if there is sufficient competition to allow the agency to designate the procurement activity as a small business set-aside or if should be unrestricted or “full and open” competition.

More importantly, the responses provide supporting data to which small business set-aside category meets agency small business goals.  Often businesses miss the opportunity to request a specific small business set-aside that aligns with their own socio-economic designation.

These notices are one of the few times an agency will ask you to talk about your company’s abilities and strengths.  Definitely not the time for an unremarkable generic Statement of Qualification or a “one size fits all” response.
